This photo is too blurry to use

We measured the detail in your face and there is not enough of it to print. Framing cannot fix this, so we have stopped here rather than letting you pay for a photo that would be rejected.

Hold the camera steady, tap your face on screen to focus, and take the photo somewhere brighter — a dim room makes a phone use a slower shutter, which is what blurs it.
